If you take T *and* you train consistently, eat right, sleep 8 ours a night as much as possible, and never give up, yes, you will be stronger than many cis men. Soon you will walk through the shuffling masses of low-T, gyno-ridden, doughy, weak men and you will know, in your heart, that you could break them with your bare, calloused hands. Lift weights and train muay thai. Shadowbox on the roof of a building at night. If you have a smaller frame, you will to work on developing good control in the clinch so you can force them to carry your weight, break down their posture and set up knees. Once their posture is sufficiently broken and their hands drop, elbows to the head become available. With good posture and standing grappling foundations, your base should be pretty developed and you can work to develop a few throws, trips, or basic takedowns, just go to an mma gym and get on the mat. To absolutely mangle the average cis man, all you really need is good enough striking to stay safe as you get into the clinch where your strength and fighting skills more effectively neutralize your size disadvantage. Once you get comfortable with that side of things and have a takedown or two, with an idea of how to get back control for an RNC if needed, you can basically wipe the floor with any untrained man. ~2 years of lifting, conditioning (learn to love the jump rope and your running shoes), and dedicated martial arts practice will be sufficient. Just don't overtrain, and don't neglect recovery, flexibility, diet, sleep, etc to optimize your gains and hormonal profile.
So the answer is no, merely taking T and eating french fries will not make you as strong as a cis man. But, if you are taking T, you can become far stronger than most cis men. The only question is, are you man enough to do the work?

To answer that, IME yes, or almost. Two cis men of the same size and lifestyle might still have very different body compositions and strength. Genetics, what sports they did or didn't do as a kid, T levels, whatever. Humans vary a lot. As an FTM you're working with slightly different body structure and potentially some lingering reduced density in muscle fibers. Depends on your own baseline, what age you started HRT, yadda yadda. Point is don't worry about it train hard and you'll mog
