yes, bmi as a general indicator is not especially useful compared to things like waist circumference. asians are more prone to putting on belly fat and thus lower cutoffs for overweight/obese are used for them, i'm 100% euro but develop a beer belly if i get much higher than BMI 20. the cis women in my family also had no curves but instead got big saggy boobs and bellies.

You need to plan out your weight changes over the next 5 years, you need to know what stage of second puberty you going to be at, you need to make sure you're getting the right macronutrient balance (carb heavy on the way up, protein heavy on the way down) and all your micronutrients (particularly collagen, that's a big one). You need to do your measurements every week. And you need to be writing everything down.

You have very low muscle mass/tone so it makes you look very skeletonish and gives your form a sort of skin bag over bones with some fat.
Train muscles that will flatter for your goal. Almost everyone looks better with core training and posterior chain training (legs, glutes, lower back, core). It'll give you better posture too.
If you can you can manage diet well you can also consider the weight cycling approach.
Your problem right now is you're not looking after yourself well but you have the added issue of being REALLY early in transition so you're not going ot see the real benefits from it kick in for a good while.

For male to female do core plus lower body only is the golden rule. Do natural body builder work (dumbbells are the best value and option and flexible if you work out at home) or calisthentics, not powerlifter stuff as you'll risk blowing up upper body. Guys have the genes and androgen receptors just ready to blow up in shoulders, traps, neck and forearms as well as pecs to an extent. So you can focus on lower body and core only which will be flattering and give you a sexy midriff (works for anyone) and good posture as those muscles tone (also flattering for everyone). Handling the weights and moving stuff incidently may work the rest of your muscles enough to tone that and improve posture.
You can do things like planks, side planks and crunches to start with to work on core and posture and see how you can handle it. Start planning the rest of your workout future and find some you can stick with.
Once you've started getting some strength and mass from that appearing in the lower body you can judge to see if you want to bring up the upper body anywhere by then. Quite probably not though. You'll also have been on e for many more months by then. It's quite possible you'll be happy with it and the fat distribution which will give a feminine look. You don't want chunky male upper body.
You've got a "skinny fat" look right now. It's one of the worst looks as it looks unhealthy but easiest to deal with and fix pretty quick and maintain. You aren't actually super lean as you've not got any abs indicated at all. You do have very low muscle mass though so it gives you an artificially unhealthy look as you have overall so little muscle that by percentage overall body mass the fat and bone dominates your build.
As you fail to do any activity you'll get muscle wasteage in areas you neglect. Without high male testosterone muscle wastage is even faster than normal. If you are a couch potato or sit gaming all day then you'll quickly head towards skinnyfat.
You can probably do a recomp for muscles and slowly build it up (you're not rushing to be a pro lifter) and listen to the advice from the troons on weight cycling for fat distribution too. Guys hold it differently on test compared to woman on E. So a legacy fat distribution will be there to begin with.
