In the UK bozza introduced voter ID in an effort to stop the poors and the ethnics from voting.
It stopped some of the ethnics...but ultimately backfired more and more as their voter base is more aged, while many of them once held passports or still do, they didn't have ID or were turned away and didn't vote when the time for local elections swung around. It was still happening as of last year in the general election, when it finally made it nation wide and...again, it was the older voterbase turned away who would have voted for them.

Sometimes the need for control backfires. As dies underestimating how willing a strong backlash to your government will motivate people to absolutely ensure they have ID in time to vote you out of office.
