in terms of quality in cocktails it depends on where you go but resturants they typically have a drink menu with a list of cocktails. (usually the girly kind) bartenders are more familiar with everything on the drink menu. ive been to resturants and ordered a vodka spritzer and been told they had no idea wtf that was. unless they're real fancy just stick with the basic shit. every bar / resturant in the country knows what a vodka tonic is.
