I'm shorter than any average guy in whole Europe but that's not the point. I'm still taller than average woman in any of those countries, and that's the real problem here
Americans are tiny mostly due to hispanic and asian demographics. It's probably also something different in the diet of Europeans vs European descended Americans separated over many generations.
In the Netherlands the second standard deviation for tall women is also very high. The tallest healthy Dutch woman barring abnormalities is over 190cm.

do you have these split again by age? because the numbers all seem low for younger people, pretty sure old people were shorter with worse diets and they're dragging it down
I know some measurements for female average in the Netherlands were 172.5cm but here it's 170.4. Then again there are also a lot of immigrants and asylum seekers from the middle east and Ukraine. Some statisticians also claimed the Ukrainians brought down average life expectancy a while ago. So, it could be many reasons.

The issue is less social, besides that some say immigrants should be socially integrated instead of just left on their own. The main problem is the current lack of housing when the country is already one of the most densely populated in the world. Otherwise the economy is one of the strongest too despite the tiny size of the country.
Unfortunately, wars happen, and refugees rather go to a well off country than a poor one. It can't be helped.
