I can understand it from a meta perspective, as in the developers themselves don't support cisnormativity, but the people in-universe know nothing else.
But it still feels strange and conflicting nonetheless, due to cisnormativity being the default when Oblivion was created. So there's a cultural clash between the UI (contemporary) and the 20 year old content of the game.
Just ppl from leading studios, it's definitely more of a corporate influence. There's plenty of trans gems like ultrakill, celeste, cruelty squad and other solvful y2k slop that isn't so lame about gender topics.
