Lesbians are homosexual women, meaning they are women exclusively attracted to women (the female sex). This includes both cis women and MtF/trans women.

Can trans women be lesbians? How about trans men?

Yes, trans women (MtF) who are only attracted to women are lesbians. Some may use the term transbian to refer to themselves.
Trans men used to be involved in lesbian community as they often identified as lesbians before transitioning. However, they are not wlw and thus this general is not the place for FtM/trans men to post, especially since they have their own active community here and irl.
