Most women lack true creativity, even if talented at the fundamentals of art. AFABs have a hivemind mentality so with any form of artistic expression they just copy what gets the most attention. If you're a men, being unique is the best way to get attention for art or otherwise

Peers inspire peers, and peers often consume the same media and engage in the same discussions too. Assuming most people dont troon or poon until mid to late teens, their social circles will likely have been heavily influenced by their sex due to societal expectations during their formative years, which in turn will influence their views on, and understanding of, art.
Its really not rocket science. Same reason you see differences in artists from different websites or countries: different cultural input produces different cultural output.

I've thought about this topic a lot and I think it must be biological.
However, not all AFABs have it. The cis bi woman who made Hasbin Hotel has a very "amab" art style with vibrant colors and thick lines/object separation.

It seems to not be related to culture or artistic merit. There are Japanese lesbian examples from the 80s of this same artstyle, with it's lack of colors and fuzzy object separation. There's also earlier cartoons like Pepper Ann from the 90s with the same style, also aimed at these sorts of AFABs.
The "muted colors" aspect is what gets me the most. While differences in visual processing might explain it, we know AFABs SHOULD have better color vision than AMABs with many of them even being theorized to be tetra chromats like birds. If this were the case, what looks like bland colors to us may be just colors we can't see. The other theory on the colors is that 10% of men are red-green colorblind and perhaps pooners are male-brained in this way.
As for object separation that's pretty well studied/foids can't seaparate objects as clearly.

Maybe I'm just focusing more on the distinct objects and seeing them as different colors so that I don't mind that the background is mostly red.

The people are all colored different colors. Orange/grey. The trees are brown. The clothing is all very distinct. Etc.,
The buildings further away are a shade of red but very dark to the point it's pretty much black.
There's also like this clear object separation where things blend much more in the OP. sort of fading into eachother

Oh okay now I see why I'm so confused. Yes everyone can see that. Our problem is explaining what we're seeing. Obviously we can all see the windows and the big characters, but I'm not compelled to say that because.... It's obvious against that various-shades-of-red background.

Still the overall feel is important. That image "feels" red to you and the op "feels" brown-pink to me
