This is mtfg but luckily you got me who has worn binders before. They are meant to be tight and are always hard to get on. if it starts to hurt after an hour it's too tight, but normal fitting binders you're not supposed to exercise or wear more than 8 hours. If you do need to do either I recommend buying one size larger than you need, it will still be tight but more comfortable. But even with the one size larger binder it was still hard to exercise if it was hot outside. And one more thing is that eventually they start to stretch and lose some of that binding capability.
